The Budget Memorandum and the National Financial Annual Report are the highlights within the budget process. One states the intentions regarding a certain budget year with the expected expenditure and receipts. The other shows the results of the budget year concerned.
The Budget Memorandum is a general explanation to the national budget and provides a summary of the most important plans from the ministerial budgets and the financial consequences of this.
All departmental budgets are constructed in the same way. An example of a departmental budget is shown on this page.
The National Financial Annual Report states what has been realized in the previous year compared to the budget, submitted a year and half earlier on Budget Day.
Since the budget year 2002 the budgets of the ministries and the annual reports of the ministries have the same set-up. This makes it easier to Asses the cabinet policy.
